With Law 4442/2016 (Government Gazette 230A, 07-12-2016) and Ministerial Decision No. 16228/2017 (Government Gazette 1723/B, 18-05-2017), the process for issuing Operating Licenses for Health-Related Businesses has been modernized.

The categories of businesses covered by this law are:

• Health-Related Businesses
Mass Catering businesses offering full and fast meals, and Entertainment Businesses (restaurants, grill houses, rotisseries, snack bars, refreshment stands, cafes, bars, and other similar activities).

• Retail Food and Beverage Stores
Grocery stores, butcher shops, fruit shops, fish markets, liquor stores, nut and confectionery shops, bakeries, pastry shops, coffee roasters, and similar activities.

• Health-Related Service Providers
Businesses providing services that can in any way affect Public Health and operate either solely or mixed with food and beverage businesses or other businesses (e.g. hair salons, hand and foot care shops, tattoo studios, gyms).

Preparation of Technical Reports - Workflow Diagrams for Health-Related Businesses

According to Ministerial Decision Υ1γ/Γ.Π/οικ.47829/2017 – Government Gazette 2161/B/23-6-2017, a description of the production process is required for health-related businesses.

Staff Training for Health-Related Businesses
omega+ undertakes the training of staff based on the hygiene guidelines set by the Hellenic Food Authority (EFET).

omega+ provides Occupational Safety Technician services to health-related businesses.

Occupational Safety Technician Services

The responsibilities of the safety technician are outlined in Articles 6 and 7 of Law 1568/85 and in Presidential Decree 17/96. These responsibilities are advisory to the employer, and the safety technician also has the duty of overseeing working conditions. Specifically:

The safety technician provides the employer with written or verbal suggestions and advice on issues related to workplace hygiene, safety, and accident prevention. Written suggestions are recorded in a special book maintained by the business, which is paginated and certified by the labor inspection authority. The employer is required to acknowledge the suggestions recorded in this book with a signature.

In particular, the safety technician:

a) Advises on the design, planning, construction, and maintenance of installations, the introduction of new production processes, the procurement of materials and equipment, the selection and effectiveness of personal protective equipment, as well as the arrangement and organization of workspaces and the overall organization of the production process.

b) Inspects the safety of installations and technical equipment before they begin operations, as well as production processes and working methods before they are implemented, and supervises the application of hygiene and safety measures and accident prevention, informing the relevant department heads or company management.

For overseeing working conditions, the safety technician is obligated to:

a) Regularly inspect workstations for hygiene and safety issues, report any failure to implement hygiene and safety measures to the employer, suggest corrective measures, and supervise their implementation.

b) Oversee the correct use of personal protective equipment.

c) Investigate the causes of workplace accidents, analyze the results of investigations, assess them, and suggest measures to prevent similar accidents.

d) Supervise fire safety and alarm drills to ensure readiness to respond to accidents.

To improve working conditions within the business, the safety technician is obligated to:

a) Ensure that employees follow hygiene and safety rules and inform and guide them to prevent the occupational risks associated with their work.

b) Participate in the development and implementation of training programs for employees on hygiene and workplace safety.

The role of the safety technician does not preclude the assignment of other duties beyond the minimum hours of employment as a safety technician. The safety technician maintains ethical independence from both the employer and employees while performing their duties. Any disagreement with the employer on matters within their scope of responsibility cannot be grounds for terminating their contract. In any case, the dismissal of the safety technician must be justified. The safety technician is also required to maintain business confidentiality.

Disinfection, Pest Control & Rodent Control

According to Ministerial Decision No. Οικ. 16228/2017 (Government Gazette 1723/B 18-05-2017), all businesses related to public health are required to implement an insect and rodent control procedure.
